Located in the Spanish Basque, Pasajes is a multifonctional modest harbour (4 to 5 millions tons a year) that remains vital to the economy of the région. Privileged by a promising economic situation, this port structure is seeing an increase in traffics and is trying to expand according to renewed ambitions: as a consequence, the site's limits and constraints has become a burning issue. There is a cramped winding channel that limits the access and, moreover, Pasajes is corseted by an urban environment which makes every vague desire ot expanding the docks or building new road infrastructure impossible. To obviate the risk ol a harbour thrombosis (and consequently a slow potential crumbling - with benefils for real competitors such as Bilbao, Bayonne and Bordeaux), the plan for building a deep-water harbour has been elaborated.

Pasajes, au Pays basque espagnol, esl un petit poil polyfonctionnel (les traiics oscillent entre 4 el 5 millions de lonnes par an) mais vital pour l'économie ré gionale. Or, à l'heure où celte structure portuaire, favorisée par une conjoncture économique redevenue promeneuse, retrouve des trafics en augmentation et se prend à se redéployer selon des ambitions renouvelées, les contraintes du site s'imposent à elle avec acuité. Difficilement accessible à cause d'un chenal d'en trée étriqué el tortueux, la rade de Pasajes est, de surcroît, corsetée par un envi ronnement urbain qui rend impossible toute velléité d'extension des quais el de construction d'infrastructures nouvelles. Pour obvier le risque de thrombose du port (el, pariant, une possible el lente décrépitude la concurrence des orga nismes de Bilbao, lîayonne et Bordeaux étant réelle ), un projet de création, ex nihilo, d'un port en eau profonde a donc été élaboré.
