    Los impuestos sobre instalaciones que incidan sobre el medio ambiente de las Comunidades Autónomas pueden entrar en conflicto con los impuestos locales. Al mismo tiempo, el aumento del poder tributario de las Comunidades Autónomas frente al poder tributario local, podría afectar a la autonomía financiera de los Municipios y poner en peligro la suficiencia financiera de dichas entidades.

    Taxes on facilities that affect the environment of the Autonomous Communities may conflict with local taxes. At the same time, the increase in the tax power of the Autonomous Communities compared to the local tax power, could affect the financial autonomy of the Municipalities and jeopardize the financial sufficiency of these entities.
