El artículo se estructura en tres partes. La primera analiza los cambios políticos, sociales y culturales que caracterizan al siglo XXI y sus implicaciones para el trabajo de la Inspección educativa. La segunda y tercera, como dos caras de la misma moneda, se realiza una propuesta coherente con lo anterior, viable y necesaria, de organización interna de la Inspección educativa y de los ejes en torno a los cuales debería girar su actuación externa en los centros y zonas educativas.
