Resumen de Construyendo un modelo de repositorio de acceso abierto para Uruguay

  Se presenta el proyectode investigación y desarrollo (I+D) «Modelo de repositorio institucional comoalternativa para el desarrollo social científico y tecnológico del país», realizado por investigadores de laEscuela Universitaria de Bibliotecología y Ciencias Afines de la Universidad de la República (UDELAR),Uruguay, financiado por la Comisión Sectorial de Investigación Científica de la UDELAR. La investigación esinnovadora y carece de antecedentes nacionales. Se propone promover el libre acceso al conocimientocientífico generado en el país. El fundamento teórico del proyecto se sustenta en la filosofía delmovimiento de Acceso Abierto (AA). La investigación se realiza en etapas que responden a los objetivosplanteados, conjugando técnicas metodológicas cuanti-cualitativas. Se busca determinar los patrones quecaracterizan al modelo de comunicación científica de los investigadores uruguayos a partir de suspublicaciones. La fuente de datos utilizada es el currículum vitae de los investigadores activos del SistemaNacional de Investigadores (SNI) de la Agencia Nacional de Investigación e Innovación (ANII). Se consultanlos catálogos de las bibliotecas universitarias de la UDELAR para determinar en qué medida registrandichas publicaciones y están disponibles. Se analizan las políticas editoriales de las revistas en las quepublican los investigadores considerados, con el fin de estimar la viabilidad de crear repositorios a nivelnacional. Se realizan entrevistas a informantes calificados para conocer las políticas de gestión delconocimiento generado en el marco de instituciones públicas. Se recogen las percepciones relativas al AA yla oportunidad de impulsar acciones al respecto. El análisis de los elementos precedentes permite laformulación de pautas para la definición de un repositorio digital de AA adecuado a la realidad del país,como mecanismo complementario al sistema tradicional de publicación científica. Ante la relevancia de latemática se pretende consolidar esta línea de investigación vinculándola fuertemente con iniciativasregionales e internacionales.

  The research and development (R&D) project «Institutional Repository Model as an Alternative to SocialScientific and Technological Development of the Country» is presented. A group of researchers of the school of Library and Information Science of the University of the Republic (Escuela Universitaria deBibliotecología y Ciencias Afines de la Universidad de la República-UDELAR-) are responsible for carryingout the project financed by the «Sectorial Commission of Scientific Research» (Comisión Sectorial deInvestigación Cientifica) of such University. This research is innovative and lacks previous studies in ournation. The intention is to promote free access to the scientific knowledge generated in our country. Thetheoretical basis of the project is based on the philosophy of the Open Access movement (OA). The researchiscarried out in stages that respond to the proposed objectives combining quantitative and qualitativemethods. It is sought to determine the patterns that characterize the model of scientific communication ofUruguayan scientist based on their publications. The data source used is the Curricula Vitae of all the activeresearchers of the Nation System of Researchers (Sistema National de Investigadores- SNI-) of the NationalAgency of Investigation and Innovation (Agencia Nacional de Investigación e Innovación –ANII-). Thecatalogues of the university libraries of the University of the Republic are consulted to determine to whatextent publications are registered and available. The publishing policies of the magazines in which theconsidered researchers publish are analyzed in order to estimate the viability of creating a repository at anational level. Interviews to qualified informers are realized to know policies towards the management ofknowledge generated within the framework of public institutions. The perception of OA and theopportunity of promoting actions in this regard are collected. The analysis of the precedent elements willallow the formulating of guidelines to define a digital OA repository that is appropriate to the reality of thecountry, as a complimentary mechanism to the traditional scientific publication. In presence of theimportance of this subject, it is intended to consolidate this line of investigation and strongly relate it toregional and international initiatives.
