Standardization, integration of management systems, cooperative principles and sustainability of tourist companies

    El estándar internacional ISO 9000 define la gestión como “actividades coordinadas para dirigir y controlar una organización”. Los sistemas de gestión han ido proliferando; en principio, se trataron de integrar tres: calidad, medio ambiente y prevención de riesgos laborales. Con el tiempo, debido al trabajo de los Comités Técnicos de ISO, se han ido generando nuevos sistemas de gestión: compliance (ISO 19600), servicios (ISO 20000-1), seguridad alimentaria (ISO 22000), continuidad en el negocio (ISO 22301), seguridad en la información (ISO 27001), riesgos (ISO 31000), contra el soborno (ISO 37001), seguridad y salud en el trabajo (ISO 45001), energética (ISO 50001), etc. Incluso, han surgido sistemas de gestión de ámbito exclusivamente nacional, como el sistema de gestión de las actividades de I+D+i (UNE 166002) o el sistema de vigilancia e inteligencia (UNE 166006). Hasta 2012, los estándares internacionales de sistemas de gestión se desarrollaron procurando su compatibilidad con los pioneros, ISO 9001 e ISO 14001. Tenían puntos comunes, pero no la misma estructura, dificultando su integración, de forma que la utilización de más de un sistema de gestión suponía un problema para la empresa. Tal problema fue subsanado, en gran medida, al introducir la estructura de alto nivel, el “Anexo SL de las directivas ISO/IEC”. En este punto, consideramos que la aplicación de los principios cooperativos inspiradores de las normas de comportamiento ético de las cooperativas, junto con los contenidos de la Guía de Responsabilidad Social (ISO 26000), proporcionan el marco idóneo que facilita la integración de los diferentes sistemas de gestión aplicables a las empresas turísticas contribuyendo a su sostenibilidad.

    The international standard ISO 9000 defines management as “coordinated activities to direct and control an organization”. Management systems have increased over time. Firstly, three of them were integrated: quality, environmentand prevention of occupational hazards. Over time, due to the work of the ISO Technical Committees, new management systems appeared: compliance (ISO 19600), services (ISO 20000-1), food safety (ISO 22000), business continuity (ISO 22301), information security (ISO 27001), risks (ISO 31000), against bribery (ISO 37001), occupational health and safety (ISO 45001), energy (ISO 50001), etc. Management systems have emerged even at a national level, such as the management system of R&D activities (UNE 166002) or the surveillance and intelligence system (UNE 166006). Until 2012, international management system standards were developed ensuring their compatibility with the pioneers, ISO 9001 and ISO 14001. They had common points, but not the same structure, hindering their integration, so that the use of more than one management system was a problem for the company. This problem was largely corrected by introducing the high-level structure, the “Annex SL of the ISO/IEC directives”. At this point, we consider that the application of the inspiring cooperative principles of the ethical behavior standards of the cooperatives, together with the contents of the Social Responsibility Guide (ISO 26000), provide the ideal framework that facilitates the integration of the different systems of management applicable to tourism businesses contributing to its sustainability.
