    La Comunidad Económica Europea, pero, fundamentalmente, la Unión Europea, viene regulando desde el último tercio del Siglo XX el modelo de desarrollo urbano de los Estados que la integran en virtud de la competencia medioambiental que tiene atribuida. Desde siempre ha mantenido que el modelo de desarrollo urbano no podía ser de mera expansión y desarrollismo sino sostenible. Es por tal motivo por lo que ha sido pionera a nivel mundial en el impulso y consecución de ciudades sostenibles, que entre otras características comprende el ser inclusivas, seguras y resilientes, y precisamente por ello es por lo que se ha erigido en una referencia en tal materia a nivel internacional. Por otro lado, el tiempo se ha encargado de demostrar la gran visión y acertado criterio que, primero la Comunidad Económica Europea, y posteriormente, la Unión Europea, tuvieron a la hora de apostar como modelo óptimo de desarrollo urbano común europeo, por aquel que postulaba la consecución de ciudades europeas sostenibles, como lo atestigua el hecho de que uno de los 17 Objetivos de Desarrollo Sostenible (ODS) que a nivel mundial persigue la Agenda 2030, concretamente, su número 11, pretende: «Lograr que las ciudades y los asentamientos humanos sean inclusivos, seguros, resilientes y sostenibles».

    The European Economic Community, but, fundamentally, the European Union, has been regulating since the last third of the 20th century the model of urban development of the States that integrate it by virtue of the environmental competence that it has attributed. It has always maintained that the urban development model could not be mere expansion and developmentalism but sustainable. It is for this reason that it has been a pioneer worldwide in the promotion and achievement of sustainable cities, which among other characteristics, includes being inclusive, safe and resilient, and that is precisely why it has become a reference in this area at the international level. On the other hand, time has been in charge of demonstrating the great vision and correct criterion that, first, the European Economic Community, and later, the European Union, had when betting as the optimal model of common European urban development, for the one that postulated the achievement of sustainable European cities, as witnessed by the fact that one of the 17 Sustainable Development Goals (SDGs) that the 2030 Agenda pursues worldwide, specifically, its number 11, aims to: «Make cities and human settlements inclusive, safe, resilient and sustainable».
