  • How did the European Union cope with the unforeseen pandemic ongoing since February 2020? The essay analyses the period between the pandemic outbreak and the European Council held on 17-21 July 2020. The focus is on three key-words: borders, especially in the Schengen Area, the different meanings of the European solidarity, the traditional and perhaps novel shapes of cross-compliance
