Assessing correctness of local spatial policy using information on commencement of construction investment process

    • The authors of this research paper have attempted to answer the question of whether the information about the commencement of a construction process, i.e. the official notification of having prepared a base map for design purposes, could be used to assess the correctness of local spatial policy. The research was carried out using a mixed method in which both quantitative and qualitative data were collected in parallel. In this way, the results of spatiotemporal changes in the intensity of the performed preparatory activities aimed at the commencement of the construction process were confronted with the conclusions drawn during interviews with people with knowledge in the field of spatial planning. As a result of the conducted analyses, areas were identified whose intended land use had been changing in planning documents over the years, as well as areas earmarked for development in which investments were located most and least frequently. The main determinants of spatial development of the examined area defined in the quantitative spatial research coincided with the factors influencing this development, which were determined during the qualitative research. It was found that the analyses based on the data on future objects may allow the bodies shaping spatial policy to respond to the changing needs of local societies faster than the analyses using the information on existing development.
