The objective of this work is to use the concept of territory in an instrumental sense. The sub-basin of the Lerma River in Mexico is studied as a naturally delimited territory to identify social actors linked to the water problem. The territory as a methodological framework facilitated the identification of civil society circumscribed to the Lerma river sub-basin. It was observed that the name of social actor cannot be awarded to the organizations detected. The results are not generalizable because they are the analysis to the case of a single sub-basin, but they constitute an aspect for future research related to water governance in the study area
