Resumen de Análisis de las variables institucionales para el fortalecimiento del municipio en méxico: Un enfoque gubernamental, hacendario y social

  El municipio en México requiere de estructuras sólidas que le permitan fortalecerse como una verdadera institución de gobierno. Por tal motivo, para esta autoridad local, las funciones gubernamentales, hacendarias y sociales se convierten en elementos fundamentales para su desarrollo y consolidación. El objetivo de esta investigación es analizar las variables institucionales que fortalecen al municipio con un enfoque gubernamental como órgano de poder público, hacendario desde la perspectiva de autoridad que posee un nivel de autonomía fiscal en la recaudación y ejercicio de los recursos y social definido como grupo de personas que conviven y se desarrollan bajo normas comunes. Los resultados obtenidos mediante el método aplicado permiten establecer el efecto positivo y/o negativo que generan las funciones, acciones y estrategias de gobierno con la sociedad. Como conclusión, es posible señalar que la consolidación de la autoridad local será posible a través de una corresponsabilidad entre gobiernos abiertos y comprometidos y una ciudadanía activa, participativa y colaborativa con su entorno

  The municipality in Mexico requires solid structures that allow it to strengthen itself as a true institution of government. For this reason, government, finance and social functions are fundamental elements for this local authority for its development and consolidation. The objective of this research is to analyze the institutional variables that strengthen the municipality with a governmental approach as an organ of public power, a financier, from the perspective of authority that has a level of fiscal autonomy in the collection and exercise of resources and social aspects defined by the group of people who live and develop under common standards within the municipality. The results obtained through the applied method allow to establish the positive and/ or negative effect generated by the functions, actions and government strategies together with the society. In conclusion, it is possible to point out that the consolidation of the local authority will be possible through a co-responsibility between open and committed governments and an active, participatory and collaborative municipal citizenry
