    • Machine learning, since it is to be implemented on a computer, requires an explicit computational model, and the attempt to formalize can clarify the issues and problems within a particular topic of study. This paper presents and develops a general model of the nature of a learning system and a classification for learning systems. It demonstrates how this general model and classification could be used to provide a framework for considering or constructing an intelligent instructional system. Such a system could employ a human or a computer as the instructor. It requires an in‐depth analysis of the skill to be acquired, consideration of the ways to encourage and facilitate the different types of learning, and the use of an evolving hypothesized learner's knowledge base
