According to Tacitus Nero planned to annex Armenia as a Roman province, as announced by his general Caesennius Paetus. While some scholars have found reason to doubt that Paetus’ declaration reflects Nero’s true intentions, this paper will argue that the policy was real, albeit one of several solutions Nero tried to implement as he responded to changing conditions in Armenia. This paper will also attempt to clarify the chronology of the reign of the Armenian king Tigranes VI, which helps to unravel the disarray of historical data that has made Nero’s policy more difficult to see.
