El mandato del Consejo Europeo de diciembre de 2013 y los cambios en el liderazgo político de las instituciones europeas iniciados tras las elecciones parlamentarias de mayo 2014 han impulsado un proceso de revisión de los parámetros de la política exterior y de seguridad común de la Unión Europea (PESC). En este documento se exploran las líneas de partida sobre las que se está vertebrando los trabajos sobre la Estrategia Europea de Seguridad, buscando identificar los elementos de cambio y continuidad respecto a la anterior, y esbozando algunas de las posibles perspectivas, retos y oportunidades que se ofrecen a la Unión.

The mandate of the European Council of December 2013 and changes in the political leadership of the European institutions following the May 2014 parliamentary elections have led a process to re-evaluate the parameters of the Common Foreign and Security Policy (CFSP). This paper, which explores the general lines that will inform the review of the European Security Strategy, is aimed at identifying the elements of change and continuity with the previous one and suggests some of the possible perspectives, challenges and opportunities for the Union.
