    La iniciativa Train & Equip nació con el fin de capacitar a terceros países socios de la Unión Europea a gestionar su propia seguridad. Sin embargo, el proyecto corre el peligro de fracasar por el tratamiento financiero de las actividades relativas a la Seguridad cuando ésta tiene alguna connotación militar. Uno de los mayores obstáculos a los que tendrán que hacer frente las instituciones europeas para materializar de una manera integral el nexo entre Seguridad y Desarrollo, será encontrar nuevas fórmulas que, a través de los instrumentos presupuestarios o extrapresupuestarios de la Unión, incluyan la financiación de las actividades que las nuevas misiones militares realizan en el campo del desarrollo, la construcción de capacidades y de la reforma del sector de seguridad.

    The Train and Equip initiative was born with the goal of allowing third partner countries to manage and reinforce their own security. However, the project is at stake due the financial treatment of activities relating to security when they have any military connotation. One of the biggest problem that European Institutions will have to face in order to materialise the Security and Development nexus in an integral way will be to find new formulas throughout budgetary or extra-budgetary instruments that include the funding to those activities developed by the new military missions in the field of Development, Capacity Building and Security Sector Reform.
