Las amenazas y riesgos marítimos con que se enfrenta África son a un tiempo variados y profundos, y afectan al desarrollo económico del continente y su estabilidad política. Europa percibe el problema, pero de una manera selectiva, focalizando su atención en riesgos específicos, como la piratería o el tráfico de seres humanos, que afectan a la UE de manera más inmediata. El efecto perverso es que África desconfía de lo que acertadamente percibe como acciones egoístas, mientras que Europa descuida otras acciones que podrían ayudar a África, sus naciones y sus organizaciones políticas continentales y regionales, a valerse por sí mismas y convertirse en el socio de la UE que por su población y riqueza deberían ser.

Africa faces maritime risks and threats which are both diverse and significant, affecting the continent’s economic development and political stability. Europe does perceive the problem, albeit selectively, focusing on specific risks, such as piracy or traffic of human beings, that affect the EU directly. The perverse consequence is that Africa mistrusts what rightfully recognises as self-serving actions, while Europe neglects other actions that might help Africa, its nations and its political organisations, continental and regional, to stand on their own feet and become the EU partner that its population and resources deserve.
