La Cumbre Estados Unidos – África representa un cambio de rumbo en la forma de hacer política hacia África por parte de la administración estadounidense. Por un lado, se desarrolla en el marco de una estrategia integral que incluye la promoción económica, el comercio y la inversión; y, por otro, que aborda, en colaboración con los países africanos, las amenazas contra la paz, la seguridad y el desarrollo que representan los conflictos armados, los tráficos ilícitos, el crimen organizado y los contrabandos de diversos tipos. En este escenario africano, España se encuentra en condiciones de reforzar su esfuerzo en África occidental: una zona considerada de interés vital para la seguridad nacional, y donde es imprescindible valorar su participación en las iniciativas surgidas de esta Cumbre.

The United States - Africa represents a change of course in the way of doing politics towards Africa on the part of the American administration. On the one hand, it develops in the frame of an integral strategy that includes the economic promotion, the trade and the investment; and, for other one, which approaches, in collaboration with the African countries, the threats against the peace, the safety and the development that the armed conflicts represent, the illicit traffics, the organized crime and the smugglings of diverse types. In this African scene, Spain is in conditions to reinforce his effort in western Africa: a considered zone of vital interest for the national safety, and where it is indispensable to value his participation in the initiatives arisen from this Summit.
