    Las nuevas condiciones estratégicas están planteando el debate en torno a las capacidades militares disponibles en el seno de la Unión Europea para hacer frente a las amenazas actuales. Las reducciones experimentadas por la práctica totalidad de las Fuerzas Armadas europeas, como consecuencia de la crisis económica que se ha vivido durante prácticamente el último decenio, han afectado de forma significativa a los Ejércitos de Tierra, por razones ligadas al marco financiero o consideraciones tecnológicas e industriales, de tal manera que han limitado las opciones estratégicas para hacer frente a amenazas de corte convencional o a otras que requieren una mayor presencia de fuerzas sobre el terreno para afrontar las crisis del mundo actual.

    Una situación que no es nueva, y que lleva a plantear si las tendencias de empleo de fuerzas son las más correctas para afrontar tales amenazas o simplemente son las que resultan posibles teniendo en cuenta el marco general en el que nos movemos a pesar de que tengamos que renunciar a la estabilidad.

    The current strategic environment is bringing out a debate on the availability of European Union military capabilities to face the current threats. The reductions suffered by almost all European Armed Forces, as a result of the economic crisis experienced during practically a decade, have altered the structure of the European Armies, due to the financial framework, technological and industrial reasons, in such a way that strategic options have been limited to face conventional and other threats that require significant presence of troops on the ground to face current conflicts.

    A situation that, however, is not new and that presents the question on the suitability of the trends of forces employment, or on the other hand if these trends are those feasible bearing in mind the general framework in which we have to work albeit we have to resign to our stability.
