En los últimos tiempos, el cambio climático ha hecho evidente la conexión entre un medio ambiente sano y el efectivo disfrute de algunos derechos humanos, entre los cuales cabe destacar el derecho al agua. Teniendo como marco teórico el Objetivo de Desarrollo Sostenible número 6 de las Naciones Unidas (Agua limpia y saneamiento), elaborado en el marco de la Agenda 2030, el presente trabajo examina el progreso para la consecución de las metas en él comprendidas. Para ello, se analiza por un lado el papel desempeñado por los distintos organismos internacionales y regionales de protección de los derechos humanos, así como el rol que la jurisprudencia ha asumido en la definición del alcance de este derecho y en la identificación de los mecanismos para garantizar su efectividad. La metodología adoptada examina las cuestiones objeto de estudio desde la doble perspectiva del derecho internacional de los derechos humanos y del derecho ambiental.
In recent times, climate change has highlighted the connection between a healthy environment and the effective enjoyment of some human rights, including the right to water. Taking the United Nations Sustainable Development Goal number 6 (Clean water and sanitation), developed within the 2030 Agenda, as the theoretical framework of reference, this work examines the progress made towards the achievement of the goals included in it. To this end, the role played by the different international and regional human rights protection systems is analyzed, together with the relevant case-law that has contributed to define the scope of this right and to identify the mechanisms to guarantee their effectiveness. The methodology adopted examines the issues under study from the dual perspective of international human rights law and environmental law.
