    • The term local refers to spatial conditions. In contrast to national or even global contexts, the local dimension usually describes the spatial level closest to people. However, a look at the local level does not in itself provide any information but only becomes informative if it is linked to structural qualification, for example, if the local level is characterized in more detail by different forms of settlements. Thus, the scientific debate often equates the local with the urban, not the least since the degree of urbanization worldwide is now over 50%, in the Americas even around 80%, and by 2050 70% of the world’s population is expected to live in cities (UN-DESA 2017). For the purpose of this clarification, local and urban are used more or less synonymously, too, because what is special about the governance debate is not so much its relationship to the local level but its reference to urban contexts.
