    En la sortitio de las provincias para el año 61 a.C., a Cayo Julio César le correspondió la Hispania Ulterior. Como propretor, adoptó una serie de medidas conciliadoras con las que ganarse las voluntades de sus habitantes. Las labores diplomáticas y las secundarias intenciones de colonización, le permitieron poder contar con el apoyo de las oligarquías locales y poder reducir los focos de resistencia amoldándolos a los patrones urbanísticos y cívicos romanos aplicando para ello las bases de la civitas romana, modelo que hizo posible la cohesión del territorio conquistado al suministrar simultáneamente núcleos de control territorial y modelos de integración social

    In the sortitio of the provinces to the year 61 BC, Gaius Julius Caesar fell the Hispania Ulterior. As propretor, he adopted a series of conciliatory measures with which he won the wills of the inhabitants. The diplomatic labors and the secondary intentions of colonization, they allowed him to be able to possess the support of the local oligarchies and to be able to reduce the areas of resistance molding them conforming to the Roman civic urban and applying for it the foundation of the civitas romana, a model that made it possible the cohesion of the conquered territory to provide simultaneously territorial control cores and models of social integration
