Resumen de Desafíos de la clase política y responsabilidad ciudadana frente al bien Común (Argentina 2001-2006)

El objetivo de este artículo es considerar tres escenarios que debieran ser resignificados por la clase política y alentados en su dinámica por el accionar ciudadano en nuestro país. Se trata también de reflexionar sobre algunos desafíos con los signos alentadores que cada uno de ellos presenta actualmente y las incertidumbres que no obstante se generan a su alrededor. Por ello, al comienzo se describe sintéticamente la situación desencadenada por la crisis de gobernabilidad que sacudió las instituciones democráticas en diciembre de 2001, indicando los condicionantes que obstaculizaron en su momento el marco participativo; y seguidamente, se alude a los problemas que incidirían para encauzar una discusión general sobre los contenidos del bien común.

Dieser Artikel hat es zum Ziel, drei Szenarien zu betrachten, die von der Politikerklasse neuinterpretiert und durch das Handeln der Bürger in unserem Land in ihrer Dynamik bestärkt werden müssten. Es geht außerdem darum, über einige Herausforderungen mit ermutigenden Anzeichen nachzudenken, die jedes von ihnen heutzutage darstellt, und über die Unsicherheiten, die dennoch in ihrem Umfeld entstehen. Daher wird zu Beginn synthetisch die Situation die durch die Regierbarkeitskrise heraufbeschwörte Situation dargestellt, die die demokratischen Institutionen im Dezember 2001 erschüttert hat. Dabei wird auf jene Rahmenbedingungen hingewiesen, die damals den Rahmen der Partizipation behindert haben, und darauf folgend wird auf die Probleme angespielt, die in der allgemeine Diskussion über die Inhalte des Gemeinwohls in die Wege eine Rolle spielen werden.

The objective of this article is to consider the scenarios that should be resignified by the political class and encouraged in its dynamics by the citizen’s action in our country. It also tries to reflect upon some of the challenges with the encouraging signs that every one of them presents nowadays, and the uncertainties that are being generated around them. For this reason, at the beginning, the article describes the situation caused by the governmental crisis that shook democratic institutions in December 2001, indicating the conditions that, at that moment, hindered participative frame; and next, it also refers to the problems that could be of relevance in a general discussion on the contents of common good.
