El artículo parte de la definición de Hannah Arendt de ciudadanía como la existencia política que consiste en la presencia en el espacio público, o en el aparecer y el hacerse visible a la luz pública mediante el uso de la palabra. El discurso público y el actuar juntos de los ciudadanos producen performativamente el espacio público y la luz pública, dando origen a lo político. Discute el estatus de los nuevos sujetos políticos de la sociedad civil en la teoría tradicional, la relación entre lo público y lo privado y la dicotomía entre sociedad civil y Estado y analiza, sobre esta base, el fracaso del Estado y de los políticos en América Latina. El autor examina el futuro de la democracia en el Siglo XXI, tanto en América Latina como a nivel global, en relación con la vitalidad y la autonomía de la sociedad civil y su posicionamiento frente al Estado.

The article starts with Hannah Arendt’s definition of citizenship as the political existence that consists of the presence in public space, or in the appearance and becoming visible to public light by means of speech. Public speech and the performance of citizens acting together produce the public space and the public light, thus originating political action. This paper also discusses the status of new political subjects in civil society according to traditional theory, as well as the relationship between public and private interests and the dichotomy between civil society and the State. On this basis, the failure of the State and politicians in Latin America is analyzed. The author examines the future of democracy in the 21st century both, in Latin America and at a global level, in connection with the vitality and autonomy of civil society and its position facing the State.

Dieser Artikel geht aus von Hannah Arendts Definition der Zivilgesellschaft als politischer Existenz, die in der Anwesenheit im öffentlichen Raums besteht oder darin, in Erscheinung zu treten und sich durch den Gebrauch der Sprache im Licht der Öffentlichkeit Sichtbarkeit zu verschaffen. Der öffentliche Diskurs und das gemeinsame Handeln der Bürger produzieren performativ den Raum und das Licht der Öffentlichkeit und sind derart Ursprung des Politischen. Weiter wird der Status der neuen politischen Subjekte der Zivilgesellschaft im Rahmen der klassischen Theorien diskutiert, die Beziehung zwischen Öffentlichkeit und Privatsphäre, die Dichothomie von Zivilgesellschaft und Staat und, aufbauend darauf, das Scheitern des Staats und der Politiker in Lateinamerika. Der Autor untersucht die Zukunft der Demokratie im 21. Jahrhundert sowohl in Lateinamerika wie auf globaler Ebene im Hinblick auf die Vitalität und die Autonomie der Zivilgesellschaft und ihre Stellung dem Staat gegenüber.
