La ciudadanía en una etapa de reconstrucción: imaginarios y desafíos

    Después de casi un siglo de luchas por la construcción y consolidación de la ciudadanía y la conquista de derechos civiles, políticos, sociales y humanos en Argentina, se advierte, en la actualidad, la fragmentación de la ciudadanía. El artículo analiza las expresiones sociales que exploran nuevas prácticas políticas y habilitan posibilidades tanto de una profundización de la democracia como de reproducción de sus perspectivas formales. En la crisis actual se han configurado diversos imaginarios (el ‘crítico / antipolítico’; el ‘transformador’ y el de ‘ruptura radical’) que expresan nuevas expectativas y oportunidades de reivindicación de la participación en el marco de la democracia. La reivindicación fundante de una ciudadanía crítica tendrá éxito sólo si logra apuntar a una sociedad más inclusiva, modificar relaciones de poder asimétricas, configurar proyectos colectivos y hacerse un lugar en el debate público acerca de la estrategia de desarrollo, del hacia dónde aspirar.

    After almost one century of struggles for the construction and consolidation of citizenship and the conquest of civil, political, social and human rights in Argentina, the fragmentation of citizenship pervades society today. This article analyzes the social expressions that explore new political practices and make the deepening of democracy and the reproduction of its formal perspectives possible. In the current crisis, different metaphors have been constructed (the ‘critical’/ ‘anti-political’, the ‘transformer’ and the ‘radical rupture’ type) that express new expectations and opportunities of remodelling participation within the framework of democracy. The founding reaffirmation of a critical citizenship will be successful only if it is able to strive for a more inclusive society, to modify asymmetric power relationships, to organize collective projects and to have a place for public debate on development strategies.

    Nach fast einem Jahrhundert von Auseinandersetzungen um die Konstruktion und Konsolidierung der Zivilgesellschaft und die Eroberung der Bürgerrechte, der politischen Rechte und der Menschenrechte ist in Argentinien heute eine Fragmentierung der Bürgerschaft festzustellen. Dieser Artikel analysiert jene sozialen Ausdrucksformen, die neue politische Praktiken als Ermöglichung sowohl einer Vertiefung der Demokratie als auch der Reproduktion ihrer formalen Perspektiven ausloten. In der gegenwärtigen Krise haben sich verschiedenartige Vorstellungen herausgebildet (die „kritische“, die „antipolitische“, die „transformatorische“ und die des „radikalen Bruchs“), die neue Erwartungen und Forderungen nach Partizipation im Rahmen der Demokratie ausdrücken. Die grundlegende Forderung einer kritischen Bürgerschaft wird nur Erfolg haben, wenn sie auf eine inklusivere Gesellschaft hin abzielt und wenn sie in der Lage ist, assymmetrische Machtverhältnisse zu modifizieren, kollektive Projekte zu entwerfen und sich in einer öffentlichen Debatte über die Strategien der Entwicklung einen Raum zu verschaffen.
