    El profesor Irrgang (filósofo alemán) parte afirmando que la ciencia y la técnica se han convertido en los factores determinantes del desarrollo social en los países industrializados. La relación entre investigación, ciencia, técnica e industria se ha ido haciendo estrecha en el siglo XX. La filosofía debe comprender el proceso de la acción técnica tanto en sus elementos constitutivos como en su contexto, de manera que las condiciones de tal acción no aparezcan al actor como destino. En este esfuerzo de reflexión en Alemania se han dado distintas corrientes. Desde el paradigma cientista se considera la técnica como ciencia natural aplicada. Otra aproximación (que desarrolla Irrgang) es la cultural, desarrollada bajo la idea del saber implícito. Se tiene que intentar realizar una reflexión tecnocientífica en el contexto de una teoría del desarrollo técnico.

    Professor Irrgang (German philosopher) starts arguing that science and technology have become the key factors of social development in industrialized countries. The relationship between research, science, technology and industry narrowed down in the 20th century. Philosophy needs to understand the technological action process both in its constituents as in its context, so that actors may not regard the conditions of such action as destiny. This reflection, within Germany, has generated several streams of thought. To the scientist paradigm technology is considered as an applied natural science. A cultural approach (supported by Irrgang) considers technology as the idea of implicit knowledge. The author claims that a technoscientific reflection needs to be done within the frame of a theory of the technological development.

    Der deutsche Philosoph Bernhard Irrgang geht in diesem Artikel von der Behauptung aus, dass sich Wissenschaft und Technik in Faktoren gewandelt haben, die die Entwicklung der Gesellschaft in den Industrieländern bestimmen. Die Beziehung zwischen Forschung, Wissenschaft, Technik und Industrie ist während des 20. Jahrhunderts sehr eng geworden. Die Philosophie hat die Aufgabe, den Prozess des technischen Handelns sowohl in Bezug auf seine konstitutiven Elemente als auch in Hinblick auf den Kontext zu verstehen, damit die Bedingungen jenes Handelns dem Handelnden nicht als Schicksal erscheinen. In Deutschland haben sich verschiedene Strömungen herausgebildet, die dieser Problematik nachgehen. Das wissenschaftliche Paradigma betrachtet die Technik als angewandte Naturwissenschaft. Eine andere Richtung, die Irrgangs, ist kulturell ausgerichtet und wird unter der Leitidee des impliziten Wissens entwickelt. Irrgang ruft zu einer wissenschaftlich-technischen Reflexion innerhalb einer Theorie der technischen Entwicklung auf.
