Resumen de La «Antorcha de la Constitución Política» de 1812 y el sistema de hacienda

La Constitución de Cádiz de 1812 pone las bases para la construcción de un nuevo Estado en el que la Hacienda Pública habrá de organizarse de acuerdo a la nueva configuración política. Para los liberales, el sistema hacendístico vigente se torna incompatible con el modelo político implantado, de ahí que se propugne su reforma en profundidad, reforma posible con una Constitución que proclamara la igualdad ante el impuesto y desterrara el régimen arbitrario y el privilegio. En este trabajo se describe la opinión que los «economistas» y la prensa liberal tenían sobre la relación entre el nuevo orden político y la Hacienda y se destaca que todos los proyectos de reforma del sistema hacendístico eran evaluados en función de que se ajustaran o no a los preceptos constitucionales.

The Cadiz Constitution of 1812 lays the foundations for the construction of a new State in which the Public Treasury will have to be organized according to the new political configuration. For the liberals, the current tax system became incompatible with the political model implemented, hence the call for an in-depth reform, a possible reform with a Constitution that would proclaim equality before the tax and banish the arbitrary regime and privilege. This paper describes the opinion that «economists» and the liberal press had about the relationship between the new political order and the Treasury, and highlights that all projects to reform the tax system were evaluated according to whether or not they conformed to constitutional precepts
