During the first two decades of the 21st century, Spain has experienced a significant growth in international tourist arrivals, reaching, in 2019, the record number of 83.7 million visitors. On the other hand, tourism behaves in a heterogeneous way in tourist destinations, contributing to the territorial imbalance. Taking as a starting point these two ideas, the growth of international tourism and the impacts of tourism, the objective of this research is, on the one hand, to analyze the behavior of international cultural tourism in small and medium-sized Spanish cities; and, on the other, to establish a methodological framework that allows determining situations of over-tourism and sub-tourism linked to culturally motivated international tourism.
