Resumen de Situación del sistema de seguridad social ante el impacto de la crisis del covid-19

El presente trabajo presenta un análisis descriptivo sobre cuál ha sido el comportamiento del sistema de pensiones durante el impacto de la crisis por la pandemia por COVID-19 entre los meses de marzo y junio (o julio, según la variable) de 2020. A tal efecto, se estudia en profundidad el comportamiento de la afiliación a la Seguridad Social, su trascendencia en la recaudación por cotizaciones sociales, la evolución -y ralentización- del conjunto de pensiones y pensionistas abonadas por el sistema, el saldo entre ingresos y gastos no financieros en relación al déficit tendencialmente crónico del sistema y, además, en ese plano, el papel de las transferencias realizadas por el Estado desde fuera del Sistema de Seguridad Socia a efectos de suplir dicho desacople entre ambos flujos. Por una cuestión evidente, se expone igualmente el comportamiento de las bajas en las específicas prestaciones de jubilación y viudedad.

This paper presents a descriptive analysis of the behavior of the pension system during the impact of the crisis caused by the COVID-19 pandemic along the months of March and June (sometimes, July) of 2020. To this end, the behavior of Social Security affiliation, its importance in the collection of social security contributions, the evolution -and slowdown- of the total of pensioners and pensions paid by the system, the balance between income and expenses is studied in Depth in relation to the system's tendency to chronic deficit and, furthermore, in this regard, the role of transfers made by the State from outside the Social Security System in order to supply said decoupling between the two flows. For an obvious matter, the behavior of the drop in the specific retirement and widowhood benefits is also exposed.
