    • The Article deals with the FIFA rules (By-laws and Special Regulations) which deal with the subject of dispute resolution. After some preliminary remarks on the composition of this body, the Author examines Article 63 of the By-laws. Building on the experience of the Sports Arbitration Tribunal (TAS), the By-laws set-up the Football Arbitration Tribunal (TAF) and specify why the associated federations establish that football controversies are to be submitted to arbitration. The most innovative aspect of the new rules lies in the possibility to appeal tot the TAF decisions of the governing disciplinary bodies internal to each federation.

      The Article also examines the content and the limits of the duty to submit to arbitration domestic and international economic disputes. Second, the Article deals with the resolution of disputes relative to international transfers and to the status of the players. FIFA wants these disputes to be settled very quickly and provides that they can be submitted to a Dispute Resolution Chamber which operates within the Players¿ Status Committee (art. 34 FIFA By-laws). The initiative should be ¿without prejudice to the right of any player our club to seek redress before a civil court¿, but the Author has doubts on the adequacy of the system.
