Resumen de Estado, cuestión juvenil y políticas públicas a nivel subnacional: marco analítico y tipologías para su interpretación sistemática

El presente artículo asume como desafío abrir la “caja negra” de la institucionalidad que produce el Estado local sobre la cuestión juvenil. Con el objetivo de comprender e interpretar esquemáticamente el conjunto de intervenciones estatales que un gobierno local despliega en torno la temática, se desarrolló la categoría sistemas de protección social y bienestar juvenil. Además, se partió del supuesto de que entre los distintos gobiernos locales existen regularidades en sus intervenciones, revelando diferencias institucionales con resultados distintos en la modalidad de sus sistemas. Por tal motivo se elaboró una tipología sobre las modalidades que un sistema de protección local podía asumir, proponiendo la distinción entre sistemas de protección y bienestar juvenil “fragmentado residuales”; “fragmentado estratifcantes” e “integrados”. Estos modelos así presentados hacen referencia a “tipos ideales” en “estado puro”, con lo cual corresponde comprender que cuando en una gestión local coexistan claramente características de dos o más modelos, se hablará de sistemas de protección juvenil “híbridos”.
El desarrollo teórico que aquí se presenta, como parte de una investigación más amplia, se considera como uno de los principales aportes conceptuales que este trabajo generó para comprender y caracterizar el despliegue institucional en materia juvenil a nivel subnacional.

The present article assumes as a challenge to open the “black box” of the institutional framework produced by the local State on the youth issue. In order to understand and interpret schematically the set of state interventions that a local government deploys around the theme, the category of social protection and youth welfare systems was developed. In addition, it was based on the assumption that between the different local governments there are regularities in their interventions, revealing institutional differences with different results in the modality of their systems. For this reason, a typology was elaborated on the modalities that a local protection system could assume, proposing the distinction between “fragmented residual”; “fragmented stratifers” and “integrated” protection and youth welfare systems. These models presented refer to “ideal types” in “pure state”, which should be understood that when in a local management coexist characteristics of two or more models, we will talk about “Hybrid” youth protection systems.
The theoretical development presented here, as part of a broader investigation, is considered as one of the main conceptual contributions that this work generated to understand and characterize the institutional deployment in youth matters at the subnational level.
