  The purpose of this qualitative article was to identify the representations maintained by members of the Municipal Tourism Council of Juiz de Fora (Comtur) about the essence of tourist activity in the city and about key attributes of the agency. Evidence points out that event and business tourism is the most significant modality in the municipality. The main positive outcome of the activity is the generation of revenues and negative externalities are imperceptible. In relation to Comtur, its essential role is, in fact, the integration of the links in the chain. Its effectiveness towards this purpose has been increasing. Its governance rules, adjusted to the reality of participation, are seen as adequate; its deliberative process is marked by the role of a small, but relatively cohesive, set of advisers and, finally, its relations with society and with local powers are as good as the demonstration of power that Comtur is able to express. The main contribution of the study is, therefore, the recognition of the contradictions present in the combination of public and private efforts, mediated by Comtur, in the tourist segment of Juiz de Fora.

  O propósito deste artigo, de natureza qualitativa, foi identificar as representações mantidas por integrantes do Conselho Municipal de Turismo de Juiz de Fora (Comtur) sobre a essência da atividade turística na cidade e sobre atributos-chave do órgão. As evidências apontam que o turismo de eventos e negócios é a modalidade mais expressiva no município. O principal desdobramento positivo da atividade é a geração de receitas e externalidades negativas são imperceptíveis. Em relação ao Comtur, seu papel essencial é, de fato, a integração dos elos da cadeia. Sua efetividade diante desse propósito tem se ampliado. Suas regras de governo, ajustadas à realidade da participação, são vistas como adequadas; seu processo deliberativo é marcado pelo protagonismo de um pequeno, mas relativamente coeso, conjunto de conselheiros e, por fim, suas relações com a sociedade e com poderes locais são tão boas quanto a demonstração de potência que o Comtur consegue expressar. A principal contribuição do estudo é, portanto, o reconhecimento das contradições presentes na combinação de esforços públicos e privados, mediada pelo Comtur, no segmento turístico de Juiz de Fora.
