With the rapid advancement of urbanization in China, frequent occurrences of extreme thunderstorms, and urban waterlogging problems are becoming increasingly prominent, which not only caused huge economic losses, but also posed a huge threat to people's personal safety. This is closely related to the process of urban planning, urban construction, and urban management, and has become another urban disease after population congestion, traffic jams, and environmental pollution. At present, China has four main problems in the management of urban waterlogging. The first is that natural weather causes, and the heat island effect have caused the frequency of urban rainstorms to continue to increase. The second is the engineering technology. There is no virtuous cycle between urban drainage systems and urban development. As a result, heavy rains cannot be discharged, and urban water is serious; the government has serious problems with information asymmetry and fragmented city management in the legislative and law enforcement process; finally, public awareness is not high. The author's rationalization proposal is that from the perspective of the public, the role of grass-roots communities and the Internet model need to be continuously improved to improve public awareness and resilience; multi-party participation and application of multiple governance methods to form a government-led common governance of the whole society Pattern; increase social emergency legal construction, especially effective emergency plan construction; in terms of engineering technology, strengthen urban underground pipe network construction or focus on maintenance.
