Resumen de La estrategia exterior de España ante la amenaza del terrorismo y de la inmigración irregular: reforzando la seguridad en los Estados frágiles del Sahel

  El fenómeno de los Estados fallidos es uno de los mayores desafíos a los que se enfrenta la gobernanza mundial. La falta de control de los gobiernos sobre sus territorios provoca un vacío de poder que es aprovechado por los grupos armados para desestabilizar el país y desarrollar sus actividades ilícitas (terrorismo, tráfico de personas). La estrategia de España para afrontar estas amenazas se ha centrado en los últimos años en la reforma del sector de seguridad de los Estados frágiles, que tiene como eje fundamental la construcción de capacidades, especialmente la formación de las fuerzas y cuerpos de seguridad de dichos Estados. En este trabajo, se analizarán las amenazas concretas y directas que suponen los Estados frágiles para España, es decir, los actores no estatales que utilizan el terrorismo y el tráfico de inmigrantes como medio para sus objetivos. En segundo lugar, se detallarán las operaciones militares y no militares en las que España participa con el objetivo de reforzar la seguridad en la región. Por último, se analizarán los desafíos posibles a los que se enfrentan las operaciones para lograr sus objetivos

  The phenomenon of failed states is one of the greatest challenges facing global governance. The lack of government control over their territories causes a power vacuum that is used by armed groups to destabilize the country and develop their illicit activities (terrorism, human trafficking, etc.). In recent years, Spain's strategy for tackling these threats has focused on reforming the security sector of fragile states, which has as its fundamental axis the building of capacities, especially the training of the security forces and corps of these states. This paper will analyse the specific and direct threats that fragile states pose for Spain, that is, non-state actors that use terrorism and the trafficking of immigrants as a means of achieving their objectives.

  Secondly, it will be detailed the military and non-military operations in which Spain participates with the aim of strengthening security in the region. Finally, the possible challenges that these operations face in order to achieve their objectives will be examined.
