Resumen de El desafío del financiamiento de los medios estatales en América Latina. Un debate pendiente y urgente

El artículo reconstruye los mecanismos de financiamiento, la regulación vinculada y las tendencias en los presupuestos manejados por los medios estatales de Argentina, Colombia, Chile y Brasil. A partir de allí se trazan tendencias y comparaciones que se contraponen con las experiencias de Canadá y Reino Unido El periodo central seleccionado va de 2014 a 2017, pero se busca reconocer regularidades o rupturas en el tiempo con la recuperación de cifras de 2004 y 2009. La metodología incluye la realización de entrevistas, la evaluación de documentación contable, la revisión de documentos públicos y el análisis de bibliografía específica.
Se concluye que limitar las fuentes de financiamiento al presupuesto nacional o la publicidad comercial conspira contra la previsiblidad de estos proyectos. Por tanto, se plantean las ventajes de incorporar una variedad de mecanismos de abastecimiento económico.

This paper addresses the financing mechanisms, the linked regulation and the tendencies in the budgets managed by the state media of Argentina, Colombia, Chile and Brazil. From there, it recognizes trends and makes comparisons that are contrasted with the experiences of Canada and the United Kingdom. The central period selected runs from 2014 to 2017, but seeks to recognize regularities or breaks in time with the recovery of figures from 2004 and 2009. The methodology includes conducting interviews, evaluating accounting documents, reviewing public documents and the analysis of specific bibliography. It concludes that limiting the sources of financing to the national budget or commercial advertising conspires against the predictability of these projects. Therefore, it explains the advantages of incorporating a variety of economic supply mechanisms.Due to the communication problem of these women, it is proposed to humanize the Female Prisons at Sinaloa.
