    La proclamación de la Carta de Derechos Fundamentales de la Unión Europea constituye un importante paso adelante en el proceso de construcción de una unión política. Por otra parte, la existencia misma de la Carta, al margen de su inclusión o no en los Tratados constitutivos, proyecta una nueva luz sobre el tema, abierto, de las relaciones entre las Instituciones comunitarias y el Convenio para la protección de los derechos humanos del Consejo de Europa.

    The proclamation of the Charter of Fundamental Rights of the European Union constitutes an important advance in the process of establishing a political union. On the other hand, the very existence of the Charter, whether it is or is not included in the constitutive Treaties, shines new light upon the still open theme of the relationships between the Communitarian Institutions and the Convention of the Council of Europe for the protection of Human Rights
