    En el presente trabajo nuestra intención es abordar el proceso histórico a través del cual se constituye la relación entre la estatalidad chilena y el movimiento de pobladores desde fines del siglo XIX hasta el gobierno de la Unidad Popular. Partimos de la idea de que la explicación del rol político y social del movimiento poblacional se encuentra en la relación que se desarrolla históricamente entre el Estado y las luchas populares, particularmente en torno al problema habitacional. Es decir, existe un proceso de configuración recíproca entre el Estado y el movimiento poblacional que genera las condiciones de posibilidad de la situación que se abre en 1970: tanto la emergencia de un “frente poblacional” con multiplicidad de estrategias y posiciones, como también la existencia de un Gobierno que, como parte de su programa político, necesita desarrollarse resolviendo el problema habitacional y relacionándose para ello con el movimiento poblacional. En un primer apartado presentamos las transformaciones históricas estructurales que posibilitan la emergencia del problema habitacional en Chile y su evolución. En un segundo apartado trabajamos sobre la relación entre el Estado y los sectores populares en torno al problema habitacional y el desarrollo histórico de la misma.

    Ourintention is to address the historical process through which the relationship between Chilean state and the settlers’s movement is constituted from the end of the 19th century to the government of Popular Unity. We start from the idea that the explanation of the political and social role of the population movement is found in the historically developed relationship between the State and popular struggles, particularly around the housing problem. In other words, there is a process of reciprocal configuration between the State and the population movement that generates the conditions of possibility of the situation that began in 1970: both the emergence of a "population front" with a multiplicity of strategies and positions, as well as he existence of a Government that, as part of its political program, needs to develop by solving the housing problem and relating to it with the population movement. In a first section we present the structural historical transformations that make possible the emergence of the housing problem in Chile and its evolution. In a second section we work on the relationship between the State and the popular sectors around the housing problem and its historical development.
