    En el presente capítulo abordamos la formulación normativa de la política energética en la Provincia de Neuquén en materia de energías renovables y no renovables. Ello a los fi nes de determinar, en primer lugar, si se emplean medidas tributarias como instrumentos para incentivar y/o desincentivar la generación y uso de energía renovable, y, en segundo lugar, si existe una coordinación, coherencia e integración al interior de la política energética entre el orden nacional y provincial.

    Con relación a lo primero, podemos afi rmar que se emplean una serie de benefi cios fi scales ambientales con miras a promover la generación de energía con fuentes renovables. Aunque también coexisten benefi cios fi scales tendientes a promover la exploración y explotación de hidrocarburos convencionales y no convencionales. Esta situación plasma diversas fallas en la coordinación, coherencia e integración al interior de la política energética en la Provincia y difi culta la transición y diversifi cación de la matriz energética nacional y provincial.

    In this chapter, we are going to study the energy policy of Neuquén Province about renewable and non-renewable energy. In order to establish, fi rst, if tax measures are used as mechanisms to incentivize or discourage renewable energy generation. Secondly, if energy policy is coordinated, concerted and congruent at national and local level. Related to the fi rst point, we could confi rm that several environmental tax benefi ts are used in order to incentivize renewable energy generation in Neuquén.

    However, others non-environmental tax benefi ts coexist with those, and they are used to promote conventional and non-conventional hydrocarbons exploration and exploitation. This situation reveals the existence of coordination and integration failures inside Neuquén energy policy which obstruct and retard an energy transition and the diversifi cation of the electricity matrix in Argentina.
