    • Giuseppe Toniolo and Frédéric Le Play’s socio-political proposal centres on the individual and their active and responsible participation in the public sphere, starting from their very first community, where they express their social and creative responsibility. According to the perspective of these two 18th Century thinkers, the concept of subsidiarity could be summarised in this way: the State has to stand aside and only deal with its specifically relevant functions, namely, diplomacy, armed forces, and general affairs, thus giving more autonomy to the local governmental organization known as the Commune – the single local municipality. As for the rest, the local community should participate assiduously in all the other affairs and needs.
