Resumen de Cidade e cultura: bibliotecas públicas e políticas culturais municipais

  This research evaluates that brazilian public libraries are between two periods: their own model, which refers to the nineteenth century, and the need to bring themselves to the twenty-first century. While the first time must be overcome, the second still has to be achieved, as a technical, social and political challenge. Technological advances, mediating processes, as well as the population’s informational and cultural needs, require librarians to develop, in addition to the functions assigned to them, an engagement with public and cultural policies. In this way, the objective of this study is to carry out a bibliographical survey, relating the cultural policies in public libraries and the beginning of the implementation of these policies, including the promotion of books, reading, and library, working together to brazilian municipalities. It is understood that analyzing cultural policies for libraries can reflect on the role of the librarian as advocacy, highlighting its role as a social and political influencer. This study has a qualitative approach, of exploratory nature, whose method is the bibliographic research. It was noticed that the library, as space of culture, is aligned with the concept of cultural library centre and its social function, questioning the proposal of that cultural centres can meet the diverse demands of postmodern society.

  Avalia-se que as bibliotecas públicas brasileiras estejam entre dois tempos: o seu próprio modelo, que remete ao século XIX, e a necessidade de trazê-las para o século XXI. Enquanto o primeiro tempo deve ser superado, o segundo ainda deverá ser alcançado, como desafio técnico e político-social. Os avanços tecnológicos, os processos mediadores, além das necessidades informacionais e culturais da população exigem que os bibliotecários desenvolvam, além das funções que lhes são atribuídas, um engajamento junto às políticas culturais públicas. Para tanto, o objetivo deste estudo é o de realizar um levantamento bibliográfico, relacionando as bibliotecas públicas e o início das implantações das políticas culturais, englobando a promoção do livro, da leitura e da biblioteca junto aos municípios brasileiros. Entende-se que analisar as políticas culturais para bibliotecas possa se refletir sobre a atuação do bibliotecário como advocacy, ressaltando o seu papel como influenciador social e político. Este estudo possui abordagem qualitativa, de natureza exploratória, cujo método é a pesquisa bibliográfica. Percebeu-se que a biblioteca enquanto espaços de cultura alinha-se com o conceito de biblioteca-centro cultural e de sua função social, questionando-se a proposta de centros culturais que possam atendar as demandas diversas da sociedade pós-moderna.
