La Política Común de Seguridad y Defensa de la Unión Europea mientras prepara la próxima cumbre de la OTAN en Chicago, donde entre otras cuestiones se discutirán los modelos de Defensa Inteligente (Smart Defence) de la OTAN y el “Pooling and Sharing” de la propia Unión Europea, centra su enfoque integral en el arco de inseguridad del área del Sahel y el Cuerno de África. Al mismo tiempo que prolonga el mandato de la Operación Atalanta hasta finales de 2014, activa por primera vez su Centro de Operaciones en apoyo de la misiones en aquella parte del continente africano y aprueba el concepto de gestión de crisis para iniciar una nueva misión civil en el Sahel.

The European Union Common Security and Defence Policy, while it prepares the next NATO summit in Chicago, where among other issues will be discussed the concepts of NATO Smart Defence and the EU "Pooling and Sharing" of military capabilities, center its comprehensive approach focuses in the arc of instability in the area of the Sahel and the Horn of Africa. While extending the mandate of Operation Atalanta until the end of 2014, it activated first time ever its Operations Center in support of the missions in that part of Africa and endorses the concept of crisis management to start a new civilian mission in the Sahel.
