    La sumisión de las fuerzas militares no está defnida plenamente en el presidente de la República como su Comandante Supremo, y quien funge como máxima autoridad administrativa y representante de la unidad de la nación. Por otra parte, es evidente que el pueblo no posee la capacidad real de exigir el sometimiento de las Fuerzas Militares mediante las acciones que le otorga la Constitución Política (en adelante CN), aun cuando este es su creador y, por ende, su mandante. En este artículo se plantean aspectos relacionados con la fuga del poder de la soberanía del pueblo hacia sus mandatarios, para este efecto se utilizó el método histórico lógico. En todo el recorrido de acontecimientos que se hace, se percibe cómo el pueblo cedió gradualmente su poder en cabeza de sus representantes, quienes, en posesión de él, paulatinamente lo utilizaron para su benefcio personal o de sus partidos y movimientos en detrimento del pueblo

    In previous papers on the subject: Submission of the Military Forces to the people and the State, as well as The defense of the constitutional order and the submission of the Armed Forces to the people, it was established, with great approximation, that the military submission was not fully defned in the President of the Republic as his Supreme Commander, and who serves as the highest administrative authority and representative of the unity of the nation. In addition, it was stated that the people did not possess the real capacity to demand the submission of the Military Forces through the actions granted by the Political Constitution (hereinafter CN),even though this is its creator and, therefore, its principal. In this article are raised aspects related to the flight of the power of the sovereignty of the people towards their leaders, for this purpose, the logical historical method was used. Throughout the course of events that takes place, it is perceived how the people ceded their power at the head of their representatives, who, in possession of it, gradually used it for their personal beneft or that of their parties and movements, to the detriment of the people.On the other hand, it describes how the Military Forces remain, with an immovable attitude, in a situation of submission on the part of the leaders and not of their constituents and increasingly away from the latter
