El complejo entramado de funciones y responsabilidades en el ámbito de la Seguridad Marítima a nivel nacional, exige disponer de una estructura flexible y de una acción coordinada entre los diversos organismos y agencias implicadas.
El Centro de Operaciones y Vigilancia de Acción Marítima (COVAM), como parte de la estructura de la Armada que nace con esa vocación de apoyo a la Comunidad Marítima, bajo el mando del Almirante de Acción Marítima (ALMART), desarrolla su trabajo diario en estrecha cooperación y coordinación con todos esos organismos.
El fenómeno de la piratería en el Océano Índico ha generado la necesidad de disponer de un elemento nacional de apoyo en ese escenario tan alejado, que complemente al prestado por otros Organismos Internacionales dentro del marco de la Operación “ATALANTA” liderada por la UE.
El COVAM ha asumido esa tarea, reforzando su trabajo diario hacia esa vocación de servicio a la Comunidad Marítima con la que fue creado, con la intención de mejorar la seguridad de los buques españoles que transitan o faenan en el Índico.

The complex web of roles and responsibilities in the field of maritime security at the national level requires the availability of a flexible and coordinated action among the variety of organizations and agencies involved.
The Maritime Action Operations and Surveillance Center (COVAM) as part of the structure of the Navy born with the vocation of supporting the Maritime Community, under the command of the Maritime Action Admiral (ALMART), conducts its daily work in close cooperation and coordination with all these agencies.
The phenomenon of piracy in the Indian Ocean has created the need for having a national support element in this so far scenario, in order to complement that provided by other international organizations within the framework of the Operation "ATALANTA" led by the EU.
The COVAM has undertaken this task, enhancing their daily work into this vocation of service to the maritime community with which it was created, and with the intention of improving the security of Spanish vessels transiting or operating in the Indian Ocean.
