    La Comunicación “El futuro de los alimentos y de la agricultura” (Comisión Europea, 2017) supone el punto de partida de una nueva reforma de la Política Agraria Común (PAC) que, nuevamente, condicionará el devenir de las acciones europeas de desarrollo rural. En este contexto, ante la irrelevancia presupuestaria a la que parece verse abocada la política europea de desarrollo rural, esta investigación pretende reivindicar la Iniciativa Comunitaria Leader como instrumento útil y eficaz para afrontar los retos del medio rural. Tomando como referencia las primeras ediciones de la citada Iniciativa y su aplicación a una región concreta, esta investigación evalúa la capacidad de estos programas para movilizar los recursos del medio rural y, al mismo tiempo, promover su diversificación económica. La metodología empleada plantea esos objetivos como especificidades del método Leader y, en base a un análisis de su ejecución financiera y de los proyectos acometidos, evalúa en qué medida la implementación de la Iniciativa se mantiene fiel a sus principios y filosofía. Los resultados de la investigación muestran que, en la consecución de estos objetivos, tendrán una gran relevancia los proyectos dirigidos a la valorización y comercialización de las producciones agrarias

    The Communication "The future of food and agriculture" (European Commission, 2017) is the starting point for a new reform of the Common Agricultural Policy (CAP) that, once again, will condition the future of European rural development actions. In this context, given the irrelevance to which the European policy of rural development is headed, this research aims to claim the Leader Community Initiative as a useful and effective instrument to face the challenges of the rural environment. Taking as reference the first editions of the aforementioned Initiative and its application to a specific region, this research evaluates the capacity of these programs to mobilize rural resources and, at the same time, promote their economic diversification. The methodology used establishes these objectives as specificities of the Leader method and, based on an analysis of its financial execution and the projects, evaluates to what extent the implementation of the Initiative remains true to its principles and philosophy. The results of the investigation show that, in the achievement of these objectives, will be highly relevant the projects directed to the valorisation and commercialization of agricultural productions.
