  La Ley Orgánica 2/2018, de 5 de diciembre, de reforma de la Ley Orgánica del Régimen Electoral General, para garantizar el derecho de sufragio de todas las personas con discapacidad, ha introducido en nuestro derecho la exigencia de que el sufragio se ejerza «consciente, libre y voluntariamente». Ello ha generado un grave problema de inseguridad jurídica, pues no está nada claro su alcance y las exigencias que conlleva para los diversos sujetos que se pueden ver implicados en su aplicación.
  
  Al estudio de este relevante problema se dedica el presente artículo, en el que presta especial atención a la interpretación realizada por la Junta Electoral Central y se sientan algunas pautas para su aplicación.

  Organic Law 2/2018, of December 5, on the reform of the Organic Law of the General Electoral Regime, to guarantee the right of suffrage for all persons with disabilities, has introduced in our Law the requirement that suffrage be exercised «consciously, freely and voluntarily». This has generated a serious problem of legal insecurity, since its scope and the requirements that it entails for the various subjects that may be involved in its application are not at all clear. The present article is dedicated to the study of this relevant problem, in which it pays special attention to the interpretation made by the Central Electoral Board and some guidelines for its application are established.
