    El Ministerio de Educación como Organismo de la Administración Central del Estado, tiene la Misión: "de proponer, y una vez aprobada, dirigir la política del Estado y el Gobierno para garantizar una educación integral desde la primera infancia hasta el nivel medio superior". A partir del perfeccionamiento de la estructura y composición del Órgano Central del Ministerio de Educación se identificó la necesidad de perfeccionar la Planificación Estratégica de la Dirección por Objetivos. Para lo cual se propone el siguiente trabajo que tiene como objetivos: realizar una sistematización sobre el desarrollo de la Planificación Estratégica en la Dirección por Objetivos en el Ministerio de Educación; proponer un sistema de acciones para el fortalecimiento de la Planificación Estratégica en la Dirección por Objetivos en el Ministerio de Educación y hacer una propuesta de indicadores, que permitan evaluar la Seguridad Educacional dentro de la Dimensión Económico-Social de la Seguridad Nacional.

    The Ministry of Education like Organism of the Central Administration of the State, have the Mission: "of proposing, and once approved, to direct the politics of the State and the Government to guarantee an integral education from the first childhood until the half superior level". Starting from the improvement of the structure and composition of the Central Organ of the Ministry of Education was identified the necessity to perfect the Strategic Planning of the Address for Objectives. For which is intended the following work that has as objectives: to carry out a systematization on the development of the Strategic Planning in the Address for Objectives in the Ministry of Education; to propose a system of actions for the strengthening of the Strategic Planning in the Address for Objectives in the Ministry of Education and to make a proposal of indicators that allow to evaluate the Educational Security inside the Socio-Economic Dimension of the National Security.
