    • The recovery of Spanish cinema began in 1995. The conservative Partido Popular attempted to capitalize on this when they came to power in 1996, claiming it to be the result of their policy on cinema, though in fact it was a direct reaction to the low level to which public acceptance of national films had sunk at the time. Disproportionate enthusiasm with regard to the increase in market quota helped to mask the chronic weakness inherent in the Spanish film industry. This came to the fore once again in 2002, with the resurgence of the old crisis. Far from being a phenomenon of the moment, the problem may be abstract considered a structural one.
