    El proceso de enseñanza aprendizaje en la educación de nivel superior demanda cambios que fomenten la calidad que se requiere en Ecuador desde la Ley Orgánica de Educación Superior. No obstante, las tecnologías de la información y las comunicaciones suponen una revolución comunicativa generalmente limitada a aquellos que pueden acceder a ella y poseen conocimientos al respecto. Su apertura no es tan global como se dice o se piensa, ya que muchos son los inconvenientes que hacen de este fenómeno un campo restringido a unos pocos, aunque cada vez cuente con un número mayor de usuarios. La tecnología ha abarcado varios campos, hoy se habla del síndrome de la tecnología educativa, el investigador Justo Chávez hace énfasis que el auge y la versatilidad de la tecnología hace que su utilización se sitúe en todas las etapas del sistema de educación. Por lo que, las instituciones de educación superior inevitablemente no pueden encontrarse aisladas de estos cambios tecnológicos. Desde esta visión el docente debe poseer las competencias necesarias para promover el uso de las TIC como un medio didáctico de gran importancia lo que permitirá una preparación adecuada a sus estudiantes.

    The process of teaching learning in higher education demands changes that promote the quality required in Ecuador from the Organic Law of Higher Education. However; the information and communication technologies represent a communicative revolution generally limited to those who can access and have knowledge about it. Its openness is not as global issue as it is said or thought: many are the drawbacks that make this phenomenon a restricted field to just a few people, although there is an increasing number of users. The technology has covered several fields, today we talk about the syndrome of educational technology, the researcher Justo Chavez mentions in his contribution, "Current Trends in Education," where he emphasizes that the boom and versatility of technology makes its use is at all stages of the education system. Therefore, institutions of higher education are inevitably isolated from these changes and phenomena. From this point of view, the teacher must possess the necessary skills to promote the use of ICTs as a highly important didactic means which will allow adequate preparation for their students.
