Decisiones hipócritas y estructuras provisorias durante la etapa postindependencia en Santa Fe bajo el gobierno de Estanislao López

    Se investiga la creación de instituciones formales para la toma de decisiones políticas y el rol del caudillo Estanislao López en la provincia de Santa Fe, Argentina, durante los años posteriores a la independencia. Se recurre a un marco teórico novedoso que entiende el proceso de toma de decisión no como un acto meramente mental interno individual, sino como un proceso comunicativo propio de la acción social. Se propone el concepto de hipocresía, propio del sociólogo sueco Nils Brunssson, relacionándolo con teorías sobre el poder y la violencia para comprender mejor el rol de los caudillos en la etapa de la construcción de estados provinciales en el Río de la Plata y el surgimiento de decisiones estructurantes provisorias. Usando cartas y manifiestos de Estanislao López y otros documentos pertenecientes al Archivo General de la Provincia de Santa Fe como fuentes principales, se concluye que su actuación se puede caracterizar, de una manera no necesariamente negativa, como toma de decisiones hipócritas, basándose en estructuras provisorias. Así la hipocresía permitió a los caudillos resolver conflictos de manera autoritaria y, al mismo tiempo, contribuir en la implementación definitiva de altos criterios formales de legitimación para las decisiones políticas.

    This article analyzes the creation of formal structures for political decision-making and the role played by the caudillo Estanislao López in the Santa Fe province of future Argentina during the post-independence years. It is based on a new theoretical approach, which understands the decision-making process not simply as an internal mental act, but as a communicative process of social action. The concept of hypocrisy, coming from the Swedish sociologist Nils Brunsson, is related to theories of power and violence to better understand the role played by the caudillos in the argentine state-building process and the existence of provisional structure-building decisions. Using letters and manifests from Estanislao López and other archive material from Santa Fe, the article concludes –without pronouncing a negative judgment– that López was taking hypocritical decisions based on provisional structures. In this way, hypocrisy allowed the caudillos to solve conflicts making authoritarian decisions and, at the same time, to contribute to the implementation of high formal criteria for the legitimation of political decisions.
