Resumen de Obstáculos para la función policial democrática en El Salvador

El objetivo del presente artículo es ex-plorar algunos de los principales obstáculos que enfrenta actualmente la Policía Nacional Civil de El Salvador para cumplir con una función democrática acorde a lo establecido por los Acuerdos de Paz. Esto, a partir de la recuperación de los testimonios de dos policías en activo y un instructor, la consulta de estudios precedentes y trabajos periodísticos sobre la función policial en el país centroamericano. El estudio exploratorio permite identificar cuatro problemáticas evidentes en la policía salvadoreña: 1) la inseguridad y la violencia como problemática regio-nal, 2) el proceso de privatización de la seguridad pública, 3) la militarización de la función policial y 4) implementación deficiente de los mecanismos de profesionalización y carrera policial.

The objective of this article is to explore some of the main obstacles that the National Civil Police from El Salvador currently face in order to comply with an appropriate democratic function in accordance with the provisions of the Peace Agreements.This is based on the recovery of the testimonies of two active police officers and an instructor, the consultation of previous studies and journalistic works on the police function in the Central American country.The exploratory study identifies four evident problems in the Salvado-ran police:1) Insecurity and violence as a regio-nal problem; 2) the process of privatizing public security; 3) militarization of the police function; and 4) poor implementation of the mechanisms for the professionalization and establi-shing a career with the police.
