    El presente texto propone ideas generales para la configuración de un nuevo modo de planificación y gestión que facilite los cambios transformadores hacia el desarrollo humano. La tesis general de este planteamiento descansa en que el vigente marco de referencia y modos de planificar y hacer gestión, no resultan apropiados para tales cambios transformadores en ambientes sociales democráticos y complejos. Se considera el modo de pensar por juegos como una manera de explorar y asumir el fenómeno creativo que surge de un proceso de co-construcción colectiva en sistemas complejos. Bajo esta perspectiva, la planificación debe contribuir a la creación de aquellas condiciones y contextos que faciliten que el sistema complejo se transforme en un sistema adaptativo complejo, y que el cambio sea el resultado del juego de las interacciones humanas.

    This text proposes general ideas for the configuration of a new way of planning and management that facilitates transformative changes towards human development. The general thesis of this approach rests on the fact that the current frame of reference and ways of planning and managing are not appropriate for such transformative changes in complex and democratic social environments. The game thinking is considered as a way to explore and assume the creative phenomenon that arises from a process of collective co-construction in complex systems. From this perspective, planning must contribute to the creation of those conditions and contexts that facilitate the complex system to transform into a complex adaptive system, and that change is the result of the game of human interactions.
