Consideraciones acerca de la reforma militar

    Ante el planteo de reforma militar impulsado por el Gobierno, en este artículo se exploran las condiciones en que operan las fuerzas militares en el mundo, en el marco de las „nuevas guerras‰, las transformaciones que éstas inducen en los cuerpos militares y cómo se expresan en América Latina. Estas tendencias contrarían el sentido de los cambios iniciados en 1988.

    Parece prudente preguntarse sobre la orientación de la reforma, que necesariamente debe considerar las funciones que la institución castrense debe cumplir

    In the framework of a military reform plan endorsed by the Argentine government, this article explores the conditions in which military forces operate around the world. It analyzes the transformations triggered by the so-called „new wars‰ in the military, and how they operate in Latin America. These trends go against the grain of the changes enforced since 1988.

    It seems reasonable to reflect upon the aim of the reform, which necessarily should take into account the functions that the military institution must fulfill.
